4.0 SAFETY AND ENVIRONMENT

4.1 General Requirements

Contractor personnel shall strictly adhere to the requirements of site safety and environmental policies, rules and regulations at all times. All personnel shall ensure that they are wearing adequate protective safety clothing and using the correct safety equipment and devices fit for purpose in respect to the activity they are undertaking. In addition to self awareness regarding safe working practices, they shall demonstrate by their actions concern for the safety and well being of those around them and for the environment.

This procedure is applicable at all situations where the HSE management team is responsible for the implementation of a safety management system at the site.

Contractor considers the safety of all Project personnel and those who may be affected by the works to be of paramount importance and as such issues relating to health and safety shall not be compromised.

Contractor?s Safety Department shall routinely undertake safety surveillance and monitoring, reporting on a daily basis to the Construction Manager.

The enforcement of safe working practices and procedures shall be mandatory.

East-west Gas Pipeline Project Construction Procedure for Cleaning, Gauging And Hydro testing of Pipelines Rev.: A1 China Petroleum Pipeline Bureau(CPP) Document No.: EWPL00-COS-PR-0014 4.2 Safety during Testing Contractor shall appoint his Test Engineer as the competent person who shall be fully responsible for all aspects of safety management during pressure testing. Contractor?s Construction manager shall be available to advice at all times in relation to safety during testing.

The Test Engineer shall ensure that experienced testing personnel are available prior to commencement of pressure testing. All personnel involved either directly or in ancillary roles shall be instructed as to the possible hazards associated with pressure testing. Prior to any pressure testing Contractor shall issue written notice in Arabic & English to all persons resident in the vicinity of the test site or who may be affected by the testing. In addition authorities who may be affected shall be formally notified as to Contractor?s intent.

An emergency contingency plan shall be developed by Contractor prior to commencement of actual pressure testing in order to maximize the efficiency of Contractor?s Safety staff should the pipeline fail under test and such failure result in injury. Contractor?s Safety Officer shall develop the contingency plan in conjunction with Test Engineer. The pipeline section under test shall be physically delineated by the erection of barrier tape and warning signs posted at all entry exit points stating “DANGER” “PIPELINE UNDER TEST” together with “NO ENTRY” “PIPELINE UNDER TEST”. Such signs shall be in large bold local langue

The Test Engineer shall be responsible to ensure that no person encroaches within the exclusion zone of 100 m from the test section from commencement of pressurization, through the test period and until depressurization has reached safe levels. The distance of the safety exclusion zone may be reduced at the Test Engineer?s discretion provided only that Company is advised and is in agreement with the proposed reduction.

Where it is impractical to apply such exclusion for example at road crossing entry and exit points and at general entry and exit points along the pipeline sections under test every effort shall be made to ensure passers-by do not dwell. Routine patrols shall carry out surveillance from commencement of pressurization till depressurization has reached safe levels

Surveillance patrols and emergency standby crews shall be available throughout all pressure testing activities to patrol road crossings or other high profile points associated with a test section.
