食品饮料行业温室气体排放特征及减排潜力分析

摘 要：本文通过分析杭州市重点食品饮料加工企业2010—2015年分年度的核查数据，研究行业的排放特征和关键排放源，并提出食品饮料行业的减排潜力以及低碳发展的对策建议。结果表明：①所核查企业的温室气体排放总量先升后降，这主要是由产量变化引起的。②食品饮料加工企业的碳排放强度较低，碳减排力度大。③碳核查发现企业的活动水平数据质量有待提高，碳排放管理有待加强。④食品饮料加工企业碳排放较低，应积极打造低碳产品，创建低碳企业。

Abstract：Through the analysis of data of Hangzhou key food and beverage enterprises in the 2010—2015 year， this paper studied on industry emission characteristics and key source， and put forward some measures and suggestions of carbon emission reduction in the food and beverage
industry. The results showed that：①The total amount of greenhouse gas emissions of the enterprise is increased and then decreased.②The carbon emission intensity of the food and beverage enterprises is low， and the carbon emission reduction intensity is larger.③Carbon verification showed that the data quality of the enterprise needs to be improved. ④Food and beverage enterprises with low carbon emissions， should actively create low-carbon products， and establish low-carbon enterprises. 按照国家关于切实做好全国碳排放权交易市场启动重点工作的要求，各地积极开展了重点企（事）业单位的历史碳排放核算、报告与核查工作。杭州市为全国首批低碳试点城市，除对国家明确列入交易的八大重点行业开展碳排放报告与核查工作外，也积极对其他行业进行摸底。本文以杭州市的食品饮料行业温室气体排放报告与核查工作为基础，分析研究2010—2015年的排放特征和关键排放源，并提出食品饮料行业减排潜力以及低碳发展的对策建议。 1 区域食品饮料行业发展概况
食品工业是杭州市的重点产业之一。杭州市的食品制造、酒饮料、烟草工业总产值2010—2015年增长了26%，占全市工业总产值的6%左右。产品产量呈现不同趋势，其中软饮料、卷烟和啤酒产量，分别增长了22.9%、22.5%、4.4%，方便面产量下降了11.8%。生产企业家数减少明显，小散企业退出，产业集中度提升。
