2.6 Construction Management Personnel 项目施工管理人员
1．He should be the part-time supervisor to make sure all HSE requirements are met, and should provide resources and support for HSE management.
项目施工管理人员是项目施工安全要求的兼职监督者和看护人，对项目施工安全管理提供资源组织和执行支持；
2．He should fill in “Construction Hazardous Behavior Observation Sheet” and participate in weekly safety inspection, evaluation, review and remedy meetings.
主动填写“项目施工风险行为观察表”，参与周项目现场施工安全检查/评比/审查/整改活动； 3．He should participate in safety performance inspection of construction equipment hold by HSE Manager, and help make important technical schemes and reviews.
参与组织项目施工机具/工具等设备的安全性能检验；参与重大施工安全技术方案的制定和审核； 4．Communicate with HSE Manager actively upon construction plans making sure that necessary safety measures are put in place before work with the assistance of HSE Manager or HSE management team.
就项目施工计划事物积极与项目施工安全经理沟通，在项目施工安全经理或安全管理团队的支持下，确保所需的施工安全措施在施工活动前到位；
5．He should participate in weekly meeting reviewing HSE management and safety status or ask certain persons from his dept. to take remedial actions.
参与项目周施工综合会议上对项目施工安全管理和执行状态讲评并负责本岗位职责范围内的整改和落实；
6．He should organize resources and help HSE Manager make emergency response plans and implement them.
积极组织资源参与由项目施工安全经理在紧急状态下所有响应计划事务的组织和实施；
7．He should participate in investigation and settlement of safety accidents organized by HSE Manager, make records and keep them on file, and help make precautions to prevent accidents from happening again.

项目施工工人在进入施工现场前必须主动参加南通建工组织的内部三级安全教育和由南通建工组织的业主的专业安全培训，取得培训和考试通过资格和获得进出胸卡后方可进入项目现场施工； 3．He should be equipped with acceptable PPE and a badge before entering site through the route as indicated by Owner or NTCC.
项目施工工人在进入施工现场前必须确保个人安全保护用品和胸卡穿戴整齐和合格，按照业主或南通建工规定的现场行走路线进出施工现场；
4．He should participate in HSE orientation and toolbox meetings organized by supervisors, and have a clear understanding of construction processes.
积极参加各专业主管组织的项目施工安全交底会议和工具箱会议，确保要求的施工过程或施工工艺已理解和熟知；
5．He should be have a clear idea of the performance of construction equipment and tools he is going to use, and make sure the construction environment and facilities are inspected and correctly labeled before work. In case of substandard equipment and construction conditions, report to his direct supervisor making sure these hazardous factors are removed on time. 项目施工工人必须确保自己对所使用的施工设备和工具性能熟悉和正确使用，施工前验证和确保自己面对的施工环境和设施是经检验合格和标示正确；对不合格的施工设备和工具及施工环境及时通报其主管，确保这些施工安全危险因素得到及时纠正；
6．He should eliminate hazardous factors immediately as per instructions of his supervisor or HSE management personnel, clean up the work place before going off work making sure construction power and water systems etc are switched off.
按照其主管或项目施工安全管理人员的要求立即积极整改项目施工安全危险因素；下班前积极整理和打扫其施工范围内的施工环境，检查施工电源/水源等系统已经被合适的关闭；
7．In case of any safety accident, he should report to its supervisor or HSE management personnel and protect the accident scene and help HSE management personnel with accident investigation and rectification.
对现场发生或发现的任何安全事故积极通报其主管或项目施工安全管理人员，保护好事故现场，积极配合项目施工安全管理人员组织的事故调查/整改安排；
8．He should implement emergency response plans made by HSE Manager and construction workers and retreat from the site.
