2. HSE responsibilities 项目施工安全职责定义 2.1 Project Manager 项目经理
1.He is the first leading responsible person for HSE management.
项目经理是项目施工安全管理的第一责任人,对项目施工安全管理负有领导责任;
2.He is responsible for setting up HSE management team and defining HSE responsibilities. 项目经理负责组建项目施工安全管理团队和制定项目施工安全管理责任定义;
3.He should fill in “Construction Hazardous Behavior Observation Sheet” and participate in weekly safety inspection, evaluation, review and remedy meetings.
主动填写“项目施工风险行为观察表”,参与周项目现场施工安全检查/评比/审查/整改例会; 4.He should review and approve HSE documents and support HSE management financially and in terms of resources.
审查和批准项目施工安全相关文件,从物质和经济上对项目施工安全管理予以支持;
5.Comment on HSE management and execution status at weekly meeting and ask related persons to rectify defects, if any.

8.He should, together with construction manager and project engineers, participate in investigation of all the safety accidents, make records for filing, and take actions to prevent them from reoccurring.

1. He is the top leader of HSE management, with overall responsibility for HSE management execution.
项目施工安全经理是项目施工安全管理的专业最高领导,全面负责项目施工安全执行管理工作; 2. He is responsible for coordinating HSE management team and define project construction safety management responsibility.
项目施工安全经理负责协助项目经理组建项目安全管理团队和制定项目施工安全管理责任定义; 3. He is responsible for organizing, directing and integrating project HSE execution plans, and developing, reviewing and submitting for approval and improving HSE procedures and schedule. 项目施工安全经理负责组织/指导/整合项目施工安全所有执行计划和程序/方案的编制/审核/报批/改进工作;
4. He is responsible for planning, organizing, coordinating and integrating construction resources, making records and keeping them on file.

8. He is responsible for applying for hazardous work permit and safety analysis before work and putting up acceptable safety signs after review or inspection at safety entrances or hazardous places.

He, together with HSE supervisors, should monitor site safety status, mobilize or organize all the construction workers to complete “Construction Hazardous Behavior Observation Sheet”, collect and analyze the frequency of hazardous behaviors, and take actions for severe problems to ensure continuous improvement in HSE management, and document and keep it on file. 项目施工安全经理会同项目施工安全监督员负责巡视施工现场安全状态,负责发动/组织全体施工人员填写“施工风险行为观察表”,并负责收集/统计/分析这些风险行为的频次,组织重点问题的专项治理,确保施工安全管理的持续改进并整理归档;
10. He is responsible for organizing weekly construction safety review and assessment, implementing the results which is linked to economic profits of various construction groups, and make records and keep them on file.
项目施工安全经理负责组织项目周施工安全审计和评比,落实/解决审计结果并与专业施工班组的经济效益审计挂钩并予以记录和归档;
11. He should participate in weekly meeting or special coordinating meeting hold by Project Manager, Site Manager and Project Engineers, and present safety status to all the project management personnel, analyze causes for problems and take corrective measures, and talk about safety risks and key points of management for the next week. He should also take notes of safety problems raised at the meeting and keep them on file.
项目施工安全经理参加由项目经理/现场经理/项目工程师主持召开的项目周施工执行综合或专业协调会议,向全体项目管理人员通报本周安全执行状态,分析问题发生的原因和改进措施以及下周施工安全风险和管理重点;落实项目经理/现场经理/项目工程师和周施工协调会议提出的所有安全问题并予以记录和归档;
12. He should participate in HSE management and communication meetings with the presence of Owner, Management Company, Supervision Company, related government dept. and head office, and take notes of their oral or written suggestions and requirements, and feedback them to certain persons for solutions, and keep them on file.
项目施工安全经理负责参加同业主/管理公司/监理公司/相关政府部门/公司总部的相关施工安全管理的会议和人员的沟通,并将他们的口头或书面的意见或要求记录/落实/反馈回相关人员并予以整理归档;
