1.工程项目概况:

1.1工程概况:

1.1.1工程名称:××XX kV变电站新建工程

1.1.2工程地点:××XX kV 变电站位于××市××区××路以西××m,××路北侧约××m。 (线路工程简述线路起止变电站名称、切改线路名称、路径属地、地貌是否为平原、丘陵、山地、滩涂及路径附着物等)。

1.1.3工程规模: (线路工程叙述长度、单双回、基数、导地线覆冰厚度、污秽区级别、跨(钻)越、基础结构形式、 塔型、导地线型号、路径附着物、接地方式等)。

1.1.3.1土建部分;变电站总占地面积为××公顷,其中围墙内面积为××公顷。站内百年一遇洪水位为××m,平均填土厚度为××m,全站建筑物包括主控通信楼、XX kV GIS综合配电楼等。全站总建筑面积××㎡,其中综合配电楼××㎡、主控通信楼××㎡。主要构筑物有主变基础、事故油池、雨水泵池等。其中主变基础为钢筋混凝土结构,事故油池和雨水泵池为钢筋混凝土抗渗结构。

1.1.3.2 电气安装部分; 本站终期规模X×X MVA主变压器,电压等级为××/××/××kV,本期建设X×X MVA主变压器; 出线规模:

1.2工程建设目标:(可参照监理合同和业主项目部建设管理纲要) 1.2.1 工程项目管理目标

(1)按规定设置监理项目部,项目部人员配置、人员任职资格及条件、基本设备配置、技术标准基本配置符合相应规定,项目管理文件编制齐全。

(2)按工程建设进度准确、齐全、系统的完成档案资料的分类归档、汇总、组卷,实现工程资料与工程进度同步形成,与工程实体同步验收。

(3)建设过程全面应用基建管控信息系统,及时、准确上传工程建设信息,上传及时率、准确率实现100%。

(5)依据国家电网公司监理、施工项目部标准化工作手册的评价机制,接受并配合业主项目部对监理项目部的综合评价,参与业主项目部对施工项目部的综合评价。

(6)争创国家电网公司流动红旗。

(7)计划开工时间××年××月××日,计划竣工时间××年××月××日。 1.2.2 工程安全管理目标

(1)不发生六级及以上人身事件。

(2)不发生因工程建设引起的六级及以上电网及设备事件。 (3)不发生六级及以上施工机械设备事件。 (4)不发生火灾事故。 (5)不发生环境污染事件。

(6)不发生负主要责任的一般交通事故。 (7)不发生基建信息安全事件。

(8)不发生对公司造成影响的安全稳定事件。 1.2.3 文明施工和环保目标

(1)现场的安全文明施工设施、安全标识标志、绿色施工等各个方面符合规定要求。安全标示、标志清晰规范,实行办公区、加工区和施工区域的分区隔离。

(2)土建和电气协同作业时,综合考虑整体规划、交叉作业、工序交接等关键环节的文明施工要求。

(3)环保、水土保持、安全、劳动卫生等各项工作应满足相关政府主管部门的管理要求及验收标准。不发生环境污染事件,与输变电工程配套建设的污水处理等环境保护设施必须与主体工程同时投入运行。

(4)污水排放达到国家II级排放标准,施工中选用低噪声或备有消声降噪设备的施工机械,减少强噪声的扩散,土石方、结构施工阶段噪声限值为××/××(昼间/夜间)分贝。

(5)对施工场地、临建场地要采取硬化或绿化措施,防止水土流失。 1.2.4 工程质量管理目标

(1)确保工程达标投产,确保国家电网公司优质工程,创建国家优质工程。 (2)“标准工艺”应用率100%,且评价得分≥95分。 (3)工程使用寿命满足国家电网公司要求。

(4)不发生因工程建设原因造成的六级及以上工程质量事件。
