第六章医疗设备

第四十六条一般医疗设备的配置，应根据医院的不同功能、专科特长和所承担医疗保健工作任务，参照有关基本医疗装备配置标准的规定执行。

第四十七条大型医用设备的配置，应按卫生部、国家发展改革委、财政部《大型医用设备配置与使用管理办法》和卫生部《全国乙类大型医用设备配置规划指导意见》的规定执行。配置大型医用设备必须符合区域卫生规划的原则，充分兼顾技术的先进性、适宜性和可及性，实现区域卫生资源共享。

第一章总则

第一条 1996年10月3日经建设部和原国家计委批准发布，并于当年12月1日起施行的《综合医院建设标准》（以下简称“九六标准”）至今已有十年时间。“九六标准”的发布施行使综合医院建设项目的可行性研究、项目批准、规划设计乃至项目建设的全过程有了较为科学的标准尺度，对全国综合医院的规划、设计与建设工作起到了重要的规范和指导作用。

“九六标准”施行的十年，是我国社会主义市场经济发育成长和国民经济发展较快的时期，综合国力显著增强，人民生活水平大幅度提高。经济基础的增强，必然推动社会事业的发展。进入21世纪后，卫生事业如何适应社会主义现代化要求，更好地保障人民群众的身体健康；医疗机构如何发展建设，满足以人为本和不同人群、不同层次的要求；抗击SARS的经验教训更对医疗机构的建设提出了新的要求……，这一切都使卫生事业的发展和医疗机构的建设面临新的挑战。所以，对“九六标准”进行修订是必要和及时的。

在总结“九六标准”的施行情况和对全国28个省市206所综合医院的现状进行调查的基础上，修订了《综合医院建设标准》（以下简称“本建设标准”），以指导今后综合医院建设工作。

本条阐明了本建设标准的编制目的。

第二条本建设标准是依据有关规定，由建设部和国家发展和改革委员会审批发布的，为项目决策和合理确定建设水平服务的国家标准，是工程项目决策和建设中有关政策、技术、经济的综合性宏观要求的依据。

本条规定了本建设标准的作用。

第三条本建设标准主要适用于新建综合医院项目。现有综合医院的改建、扩建工程会受到原有条件的限制，故本建设标准制定了一些区别于新建项目的相应规定，目的在于增加可操作性。

利用外资、中外合资、中外合作和非政府投资建设的综合医院，均应参照本建设标准的有关规定。

第四条综合医院的建设必须与项目所在地区的社会、经济状况相适应，同时要根据当地的实际情况，处理好工作需要、未来发展与实际可能的关系。

综合医院的建设工作应依法进行，必须遵守国家有关经济建设的法律、法规和发展卫生事业的技术经济政策，增强科学性、避免盲目性、随意性。

第五条本条规定了综合医院建设应达到的基本要求。综合医院是以诊治疾病，照护病人为主要目的的医疗机构，其工作对象主要是病人并对病人的生命和健康负有重大责任。因此，综合医院各项设施的建设应坚持以人为本、以患者为中心的原则。综合医院建设应满足各项功能的基本需求，并尽可能改善病人的就诊和住院条件。同时，要注意改善员工的工作条件，使其能够在较好的环境中为病人提供良好的服务。

第六条在一个地区或一个城市的一个街区有多家医院同时存在，而在另一个地区或同一个城市的另一个街区却很少或没有象样的医院；为利用某块地皮或其他原因，在医院集中的地区又建一所医院；为了扩大业务范围，增加病床数量，同时存在于一个地区的多家医院又同时扩建、竞相扩大规模，上述情况在各地都不同程度地存在着。这种重复建设和过于集中的状况，有历史原因也有现实原因，有客观原因也有主观原因。事实上不仅造成卫生资源和建设资金的不合理使用，也导致交通不便，就诊时间和医疗费用的增加等社会问题，更不符合社会主义市场经济的要求。为此，在城市总体规划和社会事业发展规划中，应重视卫生资源的合理配置。根据我国的国情，目前综合医院建设重点应放在中小城市，大城市应坚持改扩建为主的
