第四条 综合医院的建设，必须遵守国家有关经济建设的法律、法规和国家发展卫生事业的技术经济政策，应适应项目所在地区社会、经济发展的状况，正确处理现状与发展、需要与可能的关系。

第五条 综合医院的建设应坚持以人为本、方便患者的原则，在满足各项功能需要的同时，注意改善患者的就医条件和员工的工作条件，做到功能合理、流程科学、安全卫生、经济适用。

第六条 综合医院的建设应符合所在地区城市总体规划、区域卫生规划和医疗机构设置规划的要求，充分利用现有卫生资源，避免重复或过于集中建设。

现有综合医院的改建、扩建，应合理利用原有设施，厉行节约，避免浪费。 第七条 综合医院的建设，应认真做好项目的前期准备工作，按照立足当前、考虑发展、适度超前的原则，根据当地卫生事业发展规划的要求和建设单位的实际情况，切实做好可行性研究报告的论证、编制工作。

第十三条 综合医院建设项目，应由急诊部、门诊部、住院部、医技科室、保障系统、行政管理和院内生活用房等七项设施构成。

承担医学科研和教学任务的综合医院，尚应包括相应的科研和教学设施。 第十四条 磁共振成像装置、X线计算机体层摄影装置、核医学、高压氧舱、血液透析机等大型医疗设备以及中、西药制剂室等设施，应按照地区卫生事业发展规划的安排并根据医院的技术水平和实际需要合理设置，用房面积单独计算。
