These are sometimes required because under various international agreements and particularly among British Commonwealth countries, lower tariff rates of import duties are granted to certain countries. When the lower rates are claimed, the Customs officials of the countries concerned require a declaration as to the value of the goods and that they are in fact made in the exporting country. This certificate of value and origin is often given by the exporter and guaranteed by a chamber of commerce. If this is certified by a consul, it is then called a consular invoice.
